MOOT City Game is a research project that simulates the process of engaging citizens in urban planning. The board game focuses on developing housing and economic activities that support a thriving urban environment. Two to five players cooperate to place tiles on the game board according to landuse adjacency rules. The landuses are color coded as: High Income Housing (orange), Low Income Housing (yellow), Agriculture (green), Industrial (red), Office (purple), Retail (pink), and Civic (blue). The players’ goal is to provide housing in at least 12 enclaves. The game is a tool for citizens to envision the future of their urban environment.

Set-up:
1. Players choose their game character and select a matching pawn - Red Industrialist, Green Agriculturalist, Blue Government, Purple Office Building Developer, Pink Shopping Center Developer.
2. One player is designated the role of the banker and disburses starter fund of $70 made up of 2 notes of each currency to each player.
3. Randomly distribute the hand tiles equally amongst the players. Players keep their tiles facing up in front of them.
4. At the head of the play area set up the common drawing pool of tiles consisting of housing tiles, wild tiles, and the bank.
5. Arrange the token trays according to the adjacency rules and move on to Play Mode

Play Mode:
1. The player with the most industrial tiles starts the game by rolling the dice and selecting a tile with a color that matches the dice outcome either from their hand tiles or from the draw pool. The player advances this tile towards the board for Build Mode.
2. If a player rolls a wild tile or magic tile they draw a wild tile or a magic tile.
3. The game proceeds clockwise, with the next player rolling the dice and advancing their tile towards the board for Build Mode.
4. When all players have rolled the dice, the first round concludes and the game shifts to Build Mode.

Build Mode:
1. In Build Mode the players collaborate to place their advanced tiles according to the game’s adjacency rules.
2. Each tile should be placed adjacent to at least two tiles, tiles may not be moved around in the following rounds, and players temporarily mark their played tile with their pawn.
3. Players build on the tiles by matching building tokens and landuse.
3. The Banker rewards a development fee of $20 to each player whose tile is placed.
4. Players whose economic activity tile is placed during each round pay wages of $10 to each housing developer adjacent to their economic activity for that round.

Next Round:
At the end of Build Mode, proceed to Play Mode. Repeat the game cycle until at least 12 housing tiles have been placed on the board. See below for how the game shifts to Molao Mode

Special game conditions:
1. DRAW FROM HOUSING POOL
If a player does not have a hand tile to play, the player draws and advances a housing tile from the common shared pool.
If wild tiles are depleted, the player draws a housing tile from the common drawing pool.
2. RETURN TO SENDER
If a player’s advanced tile cannot be placed during build mode the player returns the tile to their hand and does not receive a development fee.
3. PLAY WITH MAGIC
When a player rolls a magic tile they may
a) during Play Mode exchange the magic tile for a housing tile from the common drawing pool, or
b) during Build Mode exchange the tile for $40 from the bank.
4. STEAL THEIR MAGIC
If a player rolls the magic tile while another player is in possession of the magic tile the player can steal the magic tile from them and give up one of their hand tiles to that player.

Molao Mode:
1. The game shifts to Molao mode when the first player depletes the cards in their hand and they ascend to the role of Molao (leader)
2. Molao makes the final decision of the location of tiles during Build Mode.
3. If another player depletes their hand tiles, they dethrone Molao and take over the role of Molao.
4. A dethroned Molao is demoted to a common player and draws their choice of tile from the common drawing pool for each round.

How to win the game:
1. Team win: The team wins when they have placed at least 12 housing tiles on the board
2. Personal Win: The player with the most money wins the game
